Hodge was a retired insurance agent when he was elected for Ruchill in 1971, a ward he represented on both Glasgow Corporation and Glasgow District Council. A keen sportsman, he played professional football for Morton and was a member of the Scottish Area Committee of the British Boxing Board of Control. He chaired the Magistrates Committee, Licensing Committee and Glasgow Constituency Labour Party, before serving as Lord Provost from 1977-1980.
A good public relations man, Hodge promoted Glasgow as a tourist destination. Never afraid of controversy, he found himself in trouble for entertaining the South African ambassador to lunch at the City Chambers on one occasion, and then the Russian ambassador shortly after his country's invasion of Afghanistan.
Hodge marked his departure from office by sliding down the Italian marble bannisters of the City Chambers.
