Men consulting electoral rolls posted on the Tolbooth Steeple, 1904. Although the various reform acts of the previous century had widened the electorate considerably, it was not until 1918 that all men over the age of 21 became entitled to vote.

This photograph was taken by Willie Graham, a photographer from Springburn.
