It is considered to be crucial to encourage positive attitudes to active involvement in sport during childrens' pre-school and primary years. The Parks and Recreation Service developed an out-of-school programme for 3-8 year olds to help them to aquire basic movement and co-ordination skills. The Kelvin Hall had a major part in the project as it is one of the city's leading sporting facilities
