Lord and Lady Provost James and Barbara Shields, photographed in the City Chambers for Glasgow City Council's newspaper The Bulletin. James Shields was elected the city's fifty-seventh Lord Provost in June 1994, following the death of previous incumbent Robert Innes.

Born in the Gorbals, James Shields was a wartime evacuee. After studying at Glasgow University and Ruskin College, Oxford, he managed a business in Glasgow until 1976. In 1984 he was the successful Labour Party candidate in Queen's Park ward. He held various Council posts, including that of Deputy Chairman of the Council, undertaking many civic duties at home and abroad during the illness and following the death of Robert Innes.

Sadly, in early 1995 James Shields became the second Lord Provost within a year to die in office. He was succeeded by Tommy Dingwall.
