Council Leader Pat Lally (right) and Head of Public Relations Harry Diamond pinpoint places which have shown an interest in Glasgow as European City of Culture, 1990. The photograph appeared in the April 1989 issue of Glasgow City Council's newspaper The Bulletin.

Harry Diamond was raised in the Gorbals and trained as a journalist. After joining the City Council he was heavily involved in the celebrated "Glasgow's Miles Better" campaign, and in publicising the Glasgow Garden Festival and Glasgow's year as European City of Culture. He retired in 1991.

Pat Lally was a force in Glasgow politics from 1966. He was Council Leader 1986-1992 and 1994-1996, and Lord Provost from 1996 to 1999. Nicknamed "Lazarus" for his ability to bounce back after setbacks, Lally did much to promote Glasgow on the national and international stage. He played a major role in the staging of the Glasgow Garden Festival in 1988, in completing the Glasgow Royal Concert Hall (nicknamed the "Lally Palais"), and in Glasgow's successful bids to become European City of Culture (1990) and City of Architecture (1999).
