William Guthrie was Treasurer of the Glasgow Corporation Waterworks.
Born in Kilmarnock, Guthrie joined the old Glasgow Water Works Co before moving to the municipal company on its creation in the 1850s. As Treasurer, Guthrie's was the signature on the bills sent out to those who were charged water rates.
