Carrying out maintenance checks on a Spartan airplane at Renfrew Airoport in the 1930s.
In Spartan planes some of the information panels, such as the oil pressure gauge, were in the engines themselves. Therefore two people were needed, one at the engine and one at the cockpit, to carry out essential maintenance checks. It appears that the crew here are carrying out an engine test.
